Solid, logical, well formatted CSS and XHTML is the fundamental backbone of the web. No matter what platform your shopping cart is run on you still have to have this step right in the end. Flash is also a wonderful tool, but using it does not always equal great interaction with your audience. Sound development on the front-end will lead to giving the best possible experience to the largest possible section of your audience.
